I recently included a page on Learn to Write Proposals entitled “10 laws and principles when writing proposals.

I intended this as a humorous aside and somewhat flippantly included my own law for posterity (I've put the others at the end of this survey insight): England's Law:

The chances of winning a proposal are directly in proportion to the number of hours between finishing it and the time it has to be submitted.

So is this true? Let's have a look at what our survey respondents tell us.
